This chart is based on a review of the annual plan update and the COVID -19 waiver chart posted on the OCFS website as of January 2, 2021. Compared to last year's ranking, there have been many changes. Most surprisingly, only four counties maintain the much higher copayment multiplier of 35%, the number used for family income above the poverty level to calculate the parent's share. Last year, 18 districts used this multiplier. Many districts have lowered their surcharges to 25%, 20% or even 10%. Last year, only three districts chose to use the 10 percent surcharge multiplier, the lowest allowed by state regulation. This year there are eight districts with a 10% multiplier. Another important news item to note is that social service districts marked in red have received OCFS approval to waive surcharges. Day care centers in Rockland County can open starting tomorrow, the Rockland County executive announced today, after a week of confusion over rules for preschool providers.
On Monday, Rockland County's emergency order exempted independent child care providers from school closings. But later that day, the order was changed to the closing of kindergartens as well. At the time, Day's office said that the closure of the preschool was in accordance with the directive of Gov. Andrew Cuomo.

But the governor requires school districts and daycares to provide child care options for parents who are considered "essential personnel," including first responders, direct care workers and others who must report to work during a crisis.
Now, the county has reversed itself and updated the emergency order to remove the mandatory closing of child care facilities.
In his statement on Wednesday, Day explained that he and Rockland Health Commissioner Dr. Patricia Schnabel Ruppert opposed Cuomo's position.
"We received a message from the governor's office insisting that their orders will supersede those of the province. We decided to meet that requirement and allow day care providers to open,” Day said. "Although it was against our best judgment and the judgment of our health commissioner, the governor allowed day care providers to open."

Day also said, "Any residents who have questions about whether to open or close their business to flatten the curve of COVID-19 infections should direct their questions to the governor's office... If If you need further guidance, please contact the Governor's Office at 518-474-8390."
Child Care Resources in Rockland Executive Director Vicki Caramante said a statement from the district is needed. "I'm glad to have clarity about child care programs so I know they can be open and serve the children and families of Rockland County," she said.
Caramante encouraged child care providers to let the CCRR know if they are open and if they have additional capacity. Parents can contact CCRR if they need childcare.
Parents and practitioners may contact CCRR at 845-425-0009 Ext. 0 or by email at info@rocklandchildcare.org. This is especially important, Caramante said, because jails may exceed the district's April 1 order.

An official from the New York State Office of Children and Families explained in a March 17 letter that access to child care remains a priority during the coronavirus shutdown.
"Please note that child care programs are NOT closing," said Janice Molnar, Deputy Commissioner of the OCFS Division of Child Care Services. "In fact, the opposite is true. Governor Cuomo and his administration believe that child care is a critical function that allows parents to work."
According to OCFS, child care providers can close facilities if they want. In addition, local health services may close the establishment in accordance with quarantine rules if necessary.
Citing guidelines from the US Centers for Disease Control and Prevention to limit gatherings to 10 people, OCFS told child care providers to prioritize families whose parents still need to report to work, including first responders, health care workers and other important employees.

While citing capacity limitations, OCFS said providers will receive waivers. "There are ways to serve more children while still prioritizing their health and safety and the health and safety of your employees," Molnar said in the letter.
